
Noah's Notes: Meet the Founder
I’m Noah Jackson—a husband, father of two, and the person behind Third Party Voting. My journey into the HOA world wasn’t exactly planned, but like most great things in life, it happened at the right time and led me down a path I never expected.
I’m a Colgate University graduate with a Master’s degree from the University of San Francisco. Before launching Third Party Voting, I spent years in the fast-paced world of corporate event planning and fundraising, organizing events for up to 7,500 attendees and raising over $1,000,000 in a single night to combat homelessness. Those experiences taught me how to manage complex logistics, build trust with stakeholders, and deliver results—skills that translate directly into how we operate today.
When I’m not helping HOAs streamline their election processes, you’ll probably find me hanging with my on the golf course, watching just about any sport on TV, or working on my race car project (ask me about it in person—it’s a budget-friendly masterpiece).
From HOA President to Business Owner: The Journey of Third Party Voting
It all started with something as simple as taking out the trash. No, really. One Sunday, I happened to be outside at the same time as my neighbor, who was on our HOA’s board of directors. He mentioned they were looking for new board members, and since I was still relatively new to homeownership, I figured a few quarterly meetings sounded like a reasonable commitment.
Fast forward three years—every board member I had originally served with, including my neighbor, had moved on. And somehow, I was now President of the HOA.
A Crash Course in HOA Management
Serving as HOA President was an eye-opening experience. I learned about budgets, dues, liens, community management—and an overwhelming amount about trees (seriously, so many tree-related issues). More importantly, I gained a deep understanding of the challenges HOAs face in maintaining compliance and managing resources effectively.
Then came SB 323, which took effect in January 2020. This law overhauled HOA election processes, requiring strict rules on candidate qualifications, voting procedures, proxies, and election management. It was a game-changer, and HOAs needed a trusted, compliant solution to conduct their elections.
From Idea to Action
I had always told myself I’d start a business one day. I had the entrepreneurial mindset, plenty of ideas (all amazing, of course), but never took the leap. That changed when I started collecting bids for Inspector of Elections services for my own HOA. The prices I saw were shocking.
I knew there had to be a better, more cost-effective way to conduct HOA elections—one that was efficient, compliant, and affordable. Every time I mentioned this idea to property managers, I heard the same thing:
"Everyone in my office says they’re going to do it, but no one ever will."
That’s when I realized the demand—and decided to act.
I reached out to trusted property managers who helped me land my first contract, and from there, Third Party Voting was born.

We run a lean and efficient operation—no bloated overhead, just reliable hardware, software, and project management systems that keep costs low without compromising on quality.
Over the past five years, we’ve continuously refined our process to adapt to the changing HOA landscape. With the introduction of electronic voting in 2025, we are once again leading the charge, offering user-friendly, compliant, and dependable election services to property managers and board members across California.
